DVSA Highlights Important Updates to International Hauliers
On 28th December 2020, the Driver & Vehicle Standards Agency (DVSA) sent a bulletin to hauliers travelling outside the UK highlighting important updates in relation to test exemptions & Driver Qualification Cards.
Annual Test Exemptions for Vehicles and Trailers with Test Exemptions Travelling out of the UK
While some vehicles and trailers have 3 or 12-month exemptions, the DVSA have published a letter which can be used as evidence of annual test expiry date extensions. This letter details all the new test dates by month, for 3 and 12-month exemptions.
Although you are not legally required to carry this letter with you, it may be helpful if you are stopped outside the UK.

Steps You Can Take
If you have not already it may be worth reviewing guidance the DVSA has published such as vehicle documents HGV drivers need and vehicle documents PSV drivers need to cross international borders in a UK-registered vehicle. The guidance pages have been updated to include a copy of the exemptions letter to download.
It may also be worth carrying:
It may also be worth carrying:
- a copy of the DVSA email confirming exemptions have been applied to vehicles on your Operator Licence.
- a printout from MOT test history of the vehicle’s test history

If your vehicle should have an exemption and the expiry date has not been updated, you can email test.exemptions@dvsa.gov.uk
Driver Qualification Card (DQC)
To ensure drivers transporting goods or passengers have up-to-date documentation, the DVSA will issue new DQCs to drivers who had previously received 7 months extended validity. The new cards will show the extended expiry date of the Driver CPC qualification. Drivers will automatically receive their new card in the post. They must always keep this card with them when driving professionally.
In November 2019, we launched this innovative offering for clients seeking access to advice for an agreed annual fee.
This is an alternative to our standard retainer system and offers clients an opportunity to obtain advice where the cost is pre-determined for the whole year. This arrangement would suit clients who may from time to time need to seek legal advice but may hold off preferring a ‘wait and see’ approach.
In our experience, early intervention can reduce the risk of the situation escalating as we can give advice and guidance that nips regulatory issues in the bud before they develop into something far worse. We also strongly recommend our clients consider taking out legal expenses insurance to cover investigations and prosecutions brought by regulators.
DyneProtect© has teamed up with Butcher & Barlow solicitors to provide DyneProtect© clients access to a specialist team of corporate and commercial lawyers for up to 1 hours’ worth of free telephone advice/legal consultation.
Butcher & Barlow have a dedicated commercial and agricultural hub on Gadbrook Park in Northwich which provides advice and assistance to a host of business clients in specialist areas such as Corporate and Commercial Law, Commercial Property, Private Client and Agriculture.
If you have a corporate or commercial issue which Dyne Solicitors is unable to handle, then Butcher & Barlow’s Commercial team will certainly be able to step in and assist.
DyneProtect© has also negotiated price reductions on OLAT / Driver CPC courses run by training providers KP Legal Limited who are offering discounts to DyneProtect© clients on Operator Licensing Awareness / Compliance training (-20%) and Periodic Driver CPC training (-10%).
