EA Urges Waste Companies to Check Waste Management Processes
The Environment Agency has urged farmers, agricultural businesses & waste companies to check their waste management processes otherwise they may face enforcement action. The EA has given this warning after a worrying rise in contaminated agricultural plastic waste (including silage wrap) being seized at shipping ports, bound for illegal export.
If you are a farmer, or run an agricultural business or waste company that exports contaminated agricultural plastic waste you must be aware that, in order to do this you must have prior consent from both the source country and its destination, as well as all the countries through which the waste will travel. This waste cannot be exported unless the permission of the EA and relevant overseas authorities has been obtained in advance.
The consents and permissions outlined above are needed because you have a legal duty to carry out checks on those who collect, store, or treat the waste due for exportation. Failure to do this can result in severe penalties for anyone who took part in the illegal export (from the producer to the exporter).
To check the waste is handled correctly the EA suggests you:

- Navigate the EA website to check that the waste firms you deal with have the necessary authorisations for carrying, dealing or brokering waste;
- Make sure the waste is accurately described on waste transfer documents;
- Understand where the waste is going;
- request evidence that the waste company is authorised to store or treat it and what they intend to do with the waste
